Some people can't hide their bewilderment when the Marcos administration appointed Camilo Cascolan - one of the architects behind Oplan Tokhang as the Department of Health Undersecretary.

Common sense dictates that whoever heads a department is well-versed on health issues, its processes and protocols. Law enforcement skills are way too different, divergent, and contrasting to heading the nation against the pandemic.
