Short Circuit

Rep. Sandro Marcos said: "The peso is not weak, because the peso is WEAK. The peso is weak because the dollar is STRONG."

Following this line of reasoning, am I right if I say: "I am not poor because I am poor. I am POOR because my neighbor is RICH? Does that make sense?
